Turner returned league-best figures of 5-24 as East Oxford collapsed to 123 all out after Hofen had made 62 to lay the foundations for Horspath's 228 all out following their decision to bat first.
Hofen, whose runs came off 94 balls with six fours, shared an opening stand of 80 with Joey Todd (37), before putting on 61 for the second wicket with Tom Betts (38).
However, Horspath were pegged back with their last eight wickets going down for 48 runs as only acting skipper Robbie Eason (49no) stood firm, with Armughan Shahid (3-55), Abdullah Javaid (2-36) and Zabihullah Saeed (2-38) doing the damage.
Erasmus Du Toit (3-21) then blew away East Oxford's top order, reducing the visitors to 36-3, before brothers Charlie and Alfie Turner polished off the rest of the innings.
Charlie chipped in with 2-31, while Alfie removed Abdullah Javaid for 31, before picking up the last four wickets to complete his five-wicket haul.
The win takes Horspath up to third place in the table.
